Forza Horizon 3 was announced on 13 June 2016 during Microsoft's E3 press conference, where Ralph Fulton displayed a gameplay demo during the briefing. The game was released on 27 September 2016.[32] Players were able to purchase three different editions of the game: the Standard, Deluxe, or Ultimate editions. The Deluxe and Ultimate editions gave players several downloadable content car packs and other exclusive content, while players that pre-ordered the Ultimate Edition were also able to earn early access to the game on 23 September.[33] Forza Horizon 3 supports cross-platform play and is part of the Xbox Play Anywhere program, allowing the game to be playable both on Xbox and Windows if purchased digitally.[32][34]
In January 2018, Forza Horizon 3 was ported to the Xbox One X, enabling the graphics of the game to be changed on the console, including adding 4K resolution, higher polygon models, increasing sample quality, and enhancing other graphical features.[38] The game made use of Groove Music to play custom soundtracks, however, the ability to stream music to the game was stopped on 31 March 2019, after Groove Music was discontinued, limiting players to the in-game soundtrack as with the other Forza Horizon games.[39] On 27 September 2020, the game and all its downloadable content were removed from the Microsoft Store after reaching end-of-life status.[40]
Several downloadable content (DLC) car packs were released periodically. While most packs featured a small collection of cars, some packs had themes, such as being type specific or manufacturer specific. Examples include the "Motorsport All-Stars Pack", which includes several racing cars,[41][42] and the "Porsche Car Pack", consisting of cars made by vehicle manufacturer Porsche.[43] In addition, the "Hoonigan Car Pack" includes in-game versions of cars that were used by the Hoonigan Racing Division.[44]
It's early days in our testing but as things stand, Forza Horizon 3 is a simply beautiful PC release, but the quest to run a 30Hz engine at 60fps is daunting - and it seems Playground Games still has some work cut out in optimising the streaming of data in its open world. We would love to have to have brought you more detail impressions, but once again Microsoft's Windows Store demonstrated in spectacular fashion that it's simply not good enough for the task at hand. Forza Horizon 3 actually arrived on Wednesday for those of us with review code. However, it actually took me well over two days to successfully download the game.
One hundred wasted gigs later, the best solution available was to grab the Windows 10 Anniversary Edition ISO from Microsoft, perform a clean install on a second SSD and restart from scratch. It worked first time, and with a consistently higher download speed to boot. Perhaps something went wrong with the Anniversary Edition upgrade, but the point is that downloading a game, or indeed resuming a broken download is such a basic feature that it's hard to believe that Microsoft can't do it properly.

In a brief statement, Forza Community Team member "Morglet 713" confirmed the game will reach its "end of life" status on September 27, after which players will not be able to buy the base game nor its related downloadable content.
"After September 27, players who own Forza Horizon 3 will still be able to download and play the game and its associated content as normal. However, Forza Horizon 3 and its DLC will no longer be for sale."
Since September 27, 2020, Forza Horizon 3 has no longer been available for purchase on Microsoft Store due to reaching its end-of-life status. However, owners of the game are still able to download the game and any downloadable content they own.[3]
